Q: What kind of grant is ReBuildKC?

• ReBuildKC is a reimbursable grant funded through the American Rescue Plan Act (ARPA). Awarded organizations will receive grant funds as reimbursements after they submit paid grant project invoices to the City.

Q: Who is eligible for ReBuildKC grant funding?

• Any business or organization that can enter a contract with the City of Kansas City is eligible for funding, with priority given to non-profits. City contracts require an organization to hold liability insurance, have a current certificate of Good Standing with the Missouri Secretary of State’s office, and participate in employment verification (eVerify) hiring responsibilities.

Q: Are there any requirements for this grant funding?

• Grantees must submit quarterly performance reports in line with American Rescue Plan Act requirements. Projects under $50,000 will have fewer reporting requirements.

Q: How much funding can we apply for?

• The maximum amount of funding per application is $1,000,000.

Q: Is there anything not allowable with this grant?

• Some grants allow an indirect administrative rate of 10-20%. We ask that no grantees include this rate. Instead, please attach a detailed budget to the application showing exactly how the funding will be used, including all administrative costs as line items in the budget. All future grant reimbursements will be required to submit detailed invoices.

Q: How long will it take to select awards?

• Grants are expected to be awarded by City Council at the end of September. Grantees will then meet with the Neighborhood Services Department for project review.

ReBuild KC-Neighborhood Grants program will primarily use American Rescue Plan Act (ARP) to finance a variety of neighborhood improvements.

The second round of funding will go toward projects in the following categories:

• Community Violence Interventions 
• Affordable Housing or Housing Support - includes affordable housing and relocation assistance for disproportionately impacted communities.
• Housing Services for Unhoused Persons - Includes services for unhoused persons.
• Healthy Childhood Environments - Examples include childcare, home visits, services to foster youth and early learning programs.
• Strong Healthy Communities - Examples include neighborhood features that promote health and safety, home repair programs, and rehabilitation of properties.
• Job Training - Job training programs for the unemployed or underemployed.
• Assistance to Impacted Non-Profits that perform a public benefit - Assistance to impacted or disproportionately impacted non-profit organizations.

After more than 4,000 hours of review by city staff, City Council approved 210 ReBuild KC proposals totaling nearly $15 million. The City’s Neighborhood Services Department reviewed 1,215 proposals before presenting the final list for approval.

ReBuild KC grant awards will help rebuild neighborhoods with projects and programs across Kansas City. The awards were given in the following categories:   

• Category #1 - Home Repair- 141 projects - $1 million
• Category #2 - Infrastructure- 8 projects - $1.07 million
• Category #3 - Sustainability-11 projects - $703,000
• Category #4 - Community Programs-36 projects - $5.9 million
• Category #5 - Housing- 8 projects - $3.5 million
• Category #6 - Other (development and investment projects) - $3.1 million

2022 ReBuild Grants were given to recipients who fell under the following criteria:

• Housing improvements, affordable housing and unhoused solutions  
• Infrastructure projects and improvements such as sidewalks, sustainable streetscapes, digital access, blight elimination, etc.
• Job creation and employment training programs  
• Violence prevention and crime reduction initiatives  
• Energy sustainability/efficiency programs, such as tree planting, solar or other alternative energy solutions  
• Neighborhood resiliency projects/programs  
• Activities that promote healthy communities
• Other neighborhood and community projects or programs
