Benefits Open Enrollment period is March 6 – 24, 2017!
New Medical Plan Options
There are two NEW medical plan options available for the 2017-18 plan year through Blue Cross and Blue Shield of Kansas City (BCBSKC). Each NEW plan will have an option to enroll in a Health Savings Account (HSA). BCBSKC will be present at each Open Enrollment Vendor Meeting. If you have questions regarding your medical plan options during open enrollment, please call BCBSKC at 816-395-2969. To enroll in one of the NEW plan offerings, you must speak to a BCBSKC representative prior to completing enrollment.
Enrollment Available for a Health Savings Account
The two New medical plans have an option to enroll in a Health Savings Account (HSA) to help you manage your qualified medical expenses. Your unused balance rolls over from year to year. The max contribution is $3,400 for an individual –$6,750 for family. Please note that if you enroll in a Health Savings Account (HSA), you CANNOT elect enrollment in a Flex Medical Spending Account (FSA).
Evidence of Insurability
New enrollments in Supplemental Life, Dependent Life, Short Term Disability, and Long Term Disability coverages will require the completion and submission of a Personal Health Application (PHA) and carrier approval prior to being effective. Completed PHA must be returned to The Hartford by 5:00 pm on March 24, 2017. The form will be available at each Open Enrollment Vendor Meeting and on MyKC. You can also access the form online.
Required Documents for Dependent Coverage
If you are enrolling a dependent child spouse or domestic partner in benefits for the plan year, and they are not currently on that plan, you will be REQUIRED to submit proof of eligibility of each individual to the City Benefits Office, Room 1001, 10th Floor, City Hall by 5:00 pm by Friday March 24, 2017.
To document a marriage you will need to provide a marriage certificate or your most recent IRS Form 1040. With respect to covering children, a birth certificate, court issued Order of Custody or Letters of Guardianship of a Minor are acceptable.

Failure to submit documentation after enrolling a spouse and/or dependent(s) will result in these individuals not being enrolled for the 2017-2018 plan year.
Required Enrollment for Flexible Spending Participants
Employees must establish their annual pledge during open enrollment in March 2017 for the new plan year that begins on May 1, 2017. The IRS increased the flex medical limit from $2,500 to $2,550. Additionally, City employees who are currently flexible medical participants will automatically roll up to $500 in unused flexible medical contributions to the next plan year. This is called Carryover. Please note that if you enroll in a Health Savings Account (HSA), you CANNOT elect enrollment in a Flex Medical Spending Account (FSA).
