The approval of the Municipal Art Commission is required for works of art, arches, bridges, structures and approaches extending on City property (See following information).

From the Kansas City, Mo., City Charter:
Sec. 446. Approval of works of art, etc.
Hereafter no works of art shall become the property of the city, by purchase, gift or otherwise, unless such work of art or a design, copy or likeness thereof shall first have been submitted to and approved by the commission; nor shall any work of art until so approved be contracted for, erected or placed in or upon, or allowed to extend over or upon any street, avenue, square, park, public building, or other property belonging to the city. Such approval shall not be required for the placing of works of art, not owned by the city, within public museums, art institutes and similar buildings.
Unless its approval shall in any instance be dispensed with by vote of the council, the designs of buildings, bridges, viaducts, approaches, gates, fences, lamps or other structures erected or to be erected upon land belonging to the city, and arches, bridges, structures and approaches which are the property of any corporation or individual, and which shall extend upon any street, avenue, highway, park or property belonging to the city shall be subject to the approval of the commission; but the failure to secure the commission’s approval of such design shall in no case invalidate any public improvement proceeding.

The Municipal Art Commission meets on the first Monday of each month at 3 p.m. Please check with the Municipal Art Commission office to confirm meeting dates 816-513-2538.
To be included on the Municipal Art Commission meeting agenda, please fill-out-the Encroachment/Project Review Form and deliver by email, fax or mail to the Municipal Art Commission Office by 3 p.m. on the Thursday prior to the meeting at which you’ll be presenting. The form must be received by Municipal Art Commission staff by 3 p.m. on the Thursday prior to the Municipal Art Commission meeting or you will not be included on the meeting agenda.
Provide hard copies of the following:
Fourteen (14) set of support plans, color drawings or renderings or photos, etc, in a manageable size, preferably not to exceed 11” x 17” (8 ½” x 11” is ideal), to Elizabeth Bowman, at the address above by noon on the Friday before the day of the meeting at which you’ll be presenting.
If applicable, presentation boards and material samples can be brought to the meeting by the presenters on the day of the meeting.
PLEASE NOTE: The Art Commission reviews plans and encroachments primarily for their visual and aesthetic appearance. Please provide detailed color images whenever possible. If your project is not clearly understandable visually, the Art Commissioners may hold your project and you’ll have to return to the next monthly meeting.
