Compliance with the Energy Empowerment Ordinance requires that building owners (or their authorized agent) enter 12 calendar months of complete and accurate energy and water consumption data, in addition to data about building operations, into the ENERGY STAR® Portfolio Manager tool, and provide select data to the City’s program director before the compliance deadline.
View or download the director’s Rules for the program. Download the Requests for Changes and Exemptions if a change is required to the information on record in the Covered Building list, to request an exemption, to request removal form the Covered Building list or to alter the assignment of an Authorized Agent.
In order to complete the process, the data must be submitted through the Submit My data Link found throughout the website.
Step 1. Determine when your building(s) must comply.

|Please note that on or before each deadline, information collected should be from the previous calendar year ranging January 1-December 31. If this is the first time benchmarking, you will likely need 13 billing cycles as every day needs to be accounted for.|
Step 2. Identify a benchmarking lead, a designated a staff member or third party partner to facilitate the benchmarking effort. If your organization is not already using ENERGY STAR Portfolio Manager, create a Portfolio Manager account. Set up or update your property profiles.
Step 3. Gather data. Collect the building operations data required by Portfolio Manager. Gather your energy and water consumption data. If you do not have consumption data, contact your utility companies.

|Access your electric consumption data from KCP&L through the AccountLink Advantage (ALA) program. If you are a building owner with tenants responsible for their electric bills, you may request whole building aggregate data at BEAT@kcpl.com. Please contact the KCP&L Business Center at 816-221-2323 with additional questions.|
|Access your gas consumption data from Laclede Gas/Missouri Gas Energy through the Customer Connection program, or call customer service at 800-582-1234. If you are the owner of a building with tenants responsible for their gas bills, the Customer Connection portal or customer service can assist you Whole Building Aggregate Data.|
|Access your water consumption data from KC Water Services through the portal, or call customer service at 816-513-1313.|
|Access your steam and chilled water consumption data from Veolia Energy through customer service at 816-889-4900.|
Step 4. All data should be entered into Portfolio Manager. The data will need to represent everyday of the previous calendar year January 1st- December 31st. Below are some links
Step 5. Check for any possible errors. User Guide 3: Using the Data Quality Checker provides instructions on how to use Portfolio Manager’s Error Checker. Some common errors to watch out for:
- Every day in the calendar year submitted must be accounted for. If this is your first time benchmarking you will likely need 13 billing cycles entered into the system.
- Meter Dates, building dates, and billing dates all have to make plausible sense. For instance, you cannot submit 2016 benchmarking data for a building that is listed as created in 2017. It will also give errors when the meter has billing entries dated before the meter created date.
- Gaps in the dates in information will cause an error.
Once all information is completed in Portfolio Manager please use the Submit My Data 2019 link to Download the Reporting Template to your Portfolio Manager account to submit your energy and water use data (January 01- December 31). Then log in to your Portfolio Manager account.
