Financial Incentives and Technical Assistance

The Energy Empowerment Ordinance (Ordinance 150299) was approved in June 2015, preceded by a unanimous adoption of Resolution 150300. Resolution 150300 requires a report outlining currently available and future potential sources of financial incentives and technical assistance for assessing energy usage and making energy efficiency improvements to buildings in Kansas City. The report highlights a number of financial incentives provided by local utilities, but very few federal or state and no city financial incentives available are currently available for benchmarking.

What the City Will Do With the Reported Benchmarking Information

The reported data will be published either in the Open Data KC or stored in another cloud-based service. The Ordinance requires the Director to make the reported data available to the public. While City-Owned buildings have been published since 2015, non-City buildings will be reported starting September 1, 2018. The following data will be available: weather normalized site and source Energy Use Intensity (EUI); direct and indirect greenhouse gas emissions (GHGs); indoor and outdoor water use; ENERGY STAR® score, if available; and confirmation of data accuracy.

Published Building Data

The City of Kansas City Missouri is required to publish energy and water data of buildings 10,000 SQFT or greater. Building owners with buildings greater than 50,000 SQFT also need to submit their energy and water information. Data is to be reported by May 1st of each calendar year and will cover the entire span of the prior year.

Annual Reports

Per the Energy Empowerment Ordinance, the director will publish a report of statistics and trends by December 31 of each year.  These reports do not single out any particular building unless authorization is given by the owner or authorized agent. Data is collected for the year prior to reporting. For example the 2016 report uses energy consumption data used during 2015 but reported on in 2016.
