The Greater Downtown Area Plan (GDAP) was adopted in 2010 and represents a collective vision for the Greater Downtown Area. The plan also attempts to provide solutions to improve quality of life, protect precious natural capital, and strengthen economic vitality to competitively position Downtown as the region’s cultural, economic, and activity center.
In March 2010, the GDAP Implementation Committee formed to implement goals and strategies from the Area plan. The committee works to advance the plan goals through a public/private partnership with broad representation from the City, neighborhoods, institutions and businesses.
The committee found success in strategically focusing implementation activities and in aligning its member organizations and their resources to execute capital projects and initiatives.
One of the major initiatives of the GDAP Implementation committee is to create a focused implementation strategy designed to take the plans recommendations and create a concise playbook for the community and member organizations to use in executing capital projects and initiatives.
The implementation committee is co-chaired by Doug Stockman, Helix Architecture + Design and Jeff Williams, City Planning and Development Department Director.
The Greater Downtown Area Plan boundary includes 14 diverse neighborhoods in Kansas City, Missouri on both sides of the Missouri River from 31st Street on the south, North Kansas City on the north, State Line on the west, and Woodland Avenue on the east.
Five Primary Goals
Five primary goals support the vision of the GDAP Implementation Plan and are core components of the plan. These goals differentiate the 2010 plan from previous plans, are the most important goals to accomplish the plan’s vision and are the guiding framework for the detailed implementation recommendations.

The Sub-Committees – the following sub-committees support the work of the GDAP Implementation Committee:
The Infrastructure and Open Space Sub-Committee works with public agencies and stakeholders to develop Downtown infrastructure investment policy and continually improve the quality of the built environment. The committee is also dedicated to enhancing and marketing Downtown parks and developing new greenspace opportunities.

The Parking and Transportation Commission is a City Commission that operates within the GDAP boundaries to identify, study and make recommendations for addressing a broad range of parking and transportation needs. The PTC is comprised of representatives of area neighborhoods, City staff, KCATA, Streetcar Authority and members of the City Council.

The GDAP PIAC Sub-Committee was established to help prioritize PIAC requests within the GDAP boundaries. The committee established a process to review and score projects located within the GDAP boundaries. GDAP projects and subcommittee scores are reviewed by the Downtown Council Infrastructure and Open Space committees and their recommendations are ultimately reviewed and approved by the GDAP Implementation committee.
