Changes in City Operations and Online Resources

Some City facilities, including City Hall, are gradually reopening to the public. Most city services are available online or by phone. The following list shows major changes in city operations due to COVID-19. 

Health Department:

Currently, the Health Department does not test for COVID-19. If you have a cough and fever, call your health care provider before going in for a COVID-19 test or check with your local pharmacy.

  • Child and adult immunization clinics are by appointment only. See the full list of days and times they're open. Call 816-513-6108.
  • The Sexual Health Clinic will continue to provide its essential services, but only by appointment. Call ahead at 816-513-6379 to make an appointment.
  • For further information on the Tuberculosis Clinic, people should call 816-513-6110.
  • To schedule an appointment for a lead test, please call 816-513-6048.

Please call 311 or 816-513-6347 to file a complaint through the Healthy Homes Inspection Program.

No appointment required for:
  • Vital records (birth and death certificates)
    Available Mon-Fri 7:30 a.m. - 4:00 p.m. 
  • Food handler cards are being processed in Suite 3200. Know before what you should bring with you. 
  • COVID vaccinations 

    Monday - Thursday
    8:00 a.m. - 6:00 p.m.
    (Closed from 12:00 - 12:30 p.m. for lunch)
    Check-in by 5:15 p.m. 

    Friday
    8:30 a.m. - 11:15 a.m.
    1:00 p.m. - 4:00 p.m.

Visitors and other family members should not accompany the person seeking services unless they are a partner also needing services.

When making an appointment, the Health Department asks for understanding as we have to maintain sufficient social distancing between our clients and can only see a certain number per day.

Clients are asked to not come inside the health department and those with an  appointment should call the clinic to cancel if they:

  • Are having any clinical signs of COVID19 (trouble breathing, cough, fever, headache, loss of taste or smell, etc.),
  • Been in contact to someone with COVID19 in the last 14 days
  • Been diagnosed with COVID19 in the last 10 days or been tested for COVID19 and still waiting for results.

We ask that people do not come to the department when they are ill.

If you fall into one of the above categories, we will be happy to reschedule your appointment for a later time.

City Planning and Development:

While our staff is present at City Hall, we are still encouraging our customers to use our online service CompassKC to submit plans and apply for permits. View the CompassKC tutorials. Our field workers, including Inspections and Investigations, are continuing business as usual, but practicing social distancing and enhanced cleaning/sanitation procedures.

Human Resources:

In response to the coronavirus pandemic, the City’s Human Resources Department has made several changes in an effort to protect our citizens, employees and retirees.

  • The City currently has a hiring freeze in place due to budget concerns caused by the coronavirus’ economic impact. However, we are still hiring for a variety of jobs in various departments to ensure the continuity of basic services are maintained. Applicants are encouraged to view job openings and apply for positions online at kcmo.gov/jobs. The Talent Acquisition Division will provide limited in person assistance to walk-in applicants. Please contact the Talent Acquisition Division at 513-1903 with any questions about the hiring process or if you require an accommodation.
  • The Retirement Division is limiting walk-in services and is meeting with retiring employees by appointment only. Please email KCMO Retirement or call 513-1928 to leave a message, and Retirement staff will get back to you within one business day. Many retiree services and answers to frequently asked questions can be found online.

Municipal Court:

Due to a rising number of COVID-19 cases, Municipal Court is pivoting to virtual operations until Wednesday, Jan. 26.

Neighborhoods and Community Services:

In the wake of the coronavirus pandemic, the City’s Neighborhoods and Housing Services Department is making several changes in an effort to protect citizens and employees.

Here are the modifications by division:

  • Effective immediately, the Housing Division is closing its second floor offices at 4400 Blue Parkway to the public and suspending in-home inspections until further notice. A lock box is in place on the first floor of 4400 for customers to leave paperwork and invoices. Independent contractors, working for the housing division, can suspend their current operations if they feel at-risk without penalty.
  • The Neighborhood Preservation Division, also located on the second floor of 4400 Blue Parkway, is conducting field inspections only and suspending in-person and face-to-face contact with citizens until further notice. Contractors are encouraged to submit questions and/or bids via email.
  • The Land Bank, located on the first floor of 4400 Blue Parkway, has suspended office visits and placed property showings and compliance inspections on hold until further notice. Those interested in Land Bank properties or with questions are urged to go to the Land Bank website and click on the ‘Contact Us’ tab or call Land Bank at (816) 513-9020.
  • Tow Services and Solid Waste Services are continuing business as usual, but continuing to emphasize social distancing and enhanced cleaning/sanitation procedures. Neighborhood clean-ups have been temporarily suspended. 

Public Works:

  • KCMO Public Works doing our best to ensure safe social distancing and a healthy work environment for all of our employees.
  • All field maintenance staff are practicing the following guidelines:
    • Daily cleaning routines of offices, equipment and vehicles.
    • Use of masks, gloves and hand sanitizer is strongly recommended and required if employees are working in close proximity.
    • Specific and spread out meeting locations to prevent large gatherings in tight spaces.
    • Masks and hand sanitizer available for staff at all Public Works facilities.
  • The public and project partners are encouraged to apply for permits remotely (online) through CompassKC and not in-person.

KC Water:

At KC Water, our highest priority is ensuring the health and safety of our employees and our customers. Although COVID-19 cases are decreasing, some changes remain in place to safeguard everyone’s health and well-being.

  • Customers needing help paying their bill will find a list of resources at kcwater.us, click on the Financial Assistance Resources icon on the home page.  
  • Our Customer Lobby at 4800 E. 63rd Street is open 8 a.m. – 5 p.m. for customers to walk in. Customers are encouraged to take advantage of multiple self-service options available online at kcwater.us. Customers can go online to pay their bill, enroll in auto pay, set up a payment arrangement and start or stop service. Payments can also be made over the phone by calling 311 (816-513-1313) and selecting option 1. A payment drop box is available near the entrance at 4800 E. 63rd Street. 
  • KC Water’s Household Hazardous Waste facility facility is open with restrictions in place to protect customers and employees. View restrictions. View restrictions.
