The Development Services (DS) plan review staff reviews public infrastructure improvement plans for private development projects. The plans are prepared by registered engineers licensed in Missouri and evaluated for general compliance according to City-approved design and construction standards. Major infrastructure improvements reviewed by this group include:

The Engineer of the Week (EOW) is a plan reviewer designated each week to handle general questions regarding DS standards and processes. The EOW can be reached by calling (816) 513-2551, or in person by visiting City Hall, 5^th Floor. Please call before visiting the office. Submittal Process:

• Review the Quality Control Review (QCR) Checklist before submitting a plan review application. The QCR checklist assists applicants with preparing and submitting complete design construction plans for technical reviews.

   

• Complete the IB159 CPD-DS Land Development Division Application Form (Part B) and prepare the construction plans in accordance with the plan presentation criteria and construction standards (see helpful links below). All plans, engineer’s cost estimates, and storm water drainage studies must be sealed by a Missouri-registered professional engineer.

• Click the CompassKC link and select “Infrastructure Review Application (Other than Water Mains Infra. - or- Infra. on Parkways/Boulevards)” from the list of options, then click the apply button to begin the application.

• Upload the construction plan set, documents, and IB159 application form to attachments when prompted.

• Click the submit button to complete the application. The system will generate a CLDPIR plan number to confirm the submission.

For projects involving site disturbance and private grading requiring a building permit, it is possible to apply for both permits simultaneously with infrastructure improvement plans.

(All plans and documents must be submitted through CompassKC and will not be accepted via email.)

Review and Resubmittal Process:

• Upon completion of the review of submitted materials, applicants will receive a Plan Review Discrepancy Report indicating the submission is in compliance with requirements or a resubmittal of revised or additional documents are needed before the review can be approved.

• When resubmitting plans, a complete IB159 CPD-DS Land Development Division Application Form (Part C), is required.

   

• Include a comment response letter explaining the changes made to the plans as a result of all review comments. Use revision letters (a, b, c, etc.) matching on the plan set and clouding showing changes.

   

• Upload the revised plan set and documents to the CLDPIR plan number in CompassKC. Contact the assigned plan reviewer for questions about review comments and requirements.

Fees are determined by the DS plan review staff in accordance with the adopted Code of Ordinances. The applicant will receive notification via CompassKC regarding any plan review and permit fees.

Arterial Street Impact Fees

Arterial Street Impact Fees, Chapter 39, Code of Ordinances, are charges assessed on new development to help pay for the additional roadway capacity required to accommodate the development. The impact fee requires each new residential or commercial project to pay a pro-rated share of the costs of new or widened arterial streets, parkways, and boulevards that would serve the development.

Impact fees are assessed based on the land use type listed in Section 39-4 Fee Schedule and the corresponding unit cost/discounted fee (50%). The fee is calculated by multiplying the unit cost/discounted fee by the number of dwelling units or square footage of nonresidential structure (the total area of all floors within the outside dimensions of a building, including halls, lobbies, and stairways) per 1,000 square feet of gross floor area. If the type of land use proposed is not listed in the fee schedule, the unit cost/discounted fee for the most similar use, in terms of traffic generation, will be used. Credit may be given for prior use of an existing building or a demolished building that is being renovated if verifiable use can be provided within the last 10 years.

The impact fee must be paid at the time of issuance of a residential building permit and prior to the issuance of the certificate of occupancy for nonresidential developments. The collected impact fees are deposited into eight separate accounts, one for each benefit district (Impact Fee Zones). The expenditure of funds and prioritization of projects are coordinated by the benefit district advisory committees consisting of members appointed by the Mayor (Section 39-6(i), Code of Ordinances).

Arterial Street Impact Fee Credits
