Arterial Street Impact Fees
Arterial Street Impact Fees, Chapter 39, Code of Ordinances, are charges assessed on new development to help pay for the additional roadway capacity required to accommodate the development. The impact fee requires each new residential or commercial project to pay a pro-rated share of the costs of new or widened arterial streets, parkways, and boulevards that would serve the development.
Impact fees are assessed based on the land use type listed in Section 39-4 Fee Schedule and the corresponding unit cost/discounted fee (50%). The fee is calculated by multiplying the unit cost/discounted fee by the number of dwelling units or square footage of nonresidential structure (the total area of all floors within the outside dimensions of a building, including halls, lobbies, and stairways) per 1,000 square feet of gross floor area. If the type of land use proposed is not listed in the fee schedule, the unit cost/discounted fee for the most similar use, in terms of traffic generation, will be used. Credit may be given for prior use of an existing building or a demolished building that is being renovated if verifiable use can be provided within the last 10 years.
The impact fee must be paid at the time of issuance of a residential building permit and prior to the issuance of the certificate of occupancy for nonresidential developments. The collected impact fees are deposited into eight separate accounts, one for each benefit district (Impact Fee Zones). The expenditure of funds and prioritization of projects are coordinated by the benefit district advisory committees consisting of members appointed by the Mayor (Section 39-6(i), Code of Ordinances).
Arterial Street Impact Fee Credits
