Project Site Inspections

Site disturbance inspections are conducted every fourteen (14) days or after a half-inch or more rain event. The site disturbance permit will remain in an “Issued” status until all areas not covered by a hard surface have established vegetation per City Standards. All other inspections are conducted on a bi-weekly basis. The inspector may also be contacted for testing, problem resolution, or questions.

Inspection results and comments are provided (passed or failed) via email from CompassKC. The permittee will receive reasonable time to rectify any deficiencies. If the next inspection does not resolve deficiencies, enforcement actions such as Stop Work Orders, Enforcement Fees, and the Default of the permit may be taken.

Inspections verify that the materials are correctly installed and follow Adopted Standards. Verification of required materials and installation performance is the permittee's responsibility and must be made available to the inspector. The inspector may take enforcement actions if the permittee does not submit the required documentation within a reasonable time.

All required testing indicated below must be performed in the presence of an inspector. Please contact the inspector assigned to the project a minimum of 24 hours in advance to schedule a time to conduct the testing. For street light testing, contact the inspector a minimum of 48 hours in advance so that coordination with Public Works can be arranged.

Sanitary sewer pipes and structures are tested in accordance with KCMO/APWA Section 2509.4 and 2509.5, and 2510.9 for Exfiltration, Deflection, and Infiltration/Inflow.

The subgrade underneath all roadway sections is roll tested in accordance with KCMO/APWA Section 2201.3. The roll test truck should be of a tandem axle variety with a load of at least 20 tons. If the subgrade fails the roll test, the permittee will be notified via email. Test results will also be available in CompassKC.

Street light construction is tested in accordance with the KCMO/APWA Section 2809 for cable and operation before the request for service is sent to the power company. The Cable inspection (Pre-Burn Test) is conducted after the lights are constructed.

As-built Requests and Submittals 

As-built drawings are required for sanitary sewers, storm sewers, stream buffers, and stormwater Best Management Practices (BMPs) and must be approved before the two-year maintenance period can begin. After the construction is field accepted by the inspector, the permittee and registered engineer will receive notification (Request for As-built Letter) to upload the as-built drawings to the attachments folder of the infrastructure permit in CompassKC. Drawings should not be submitted until notified.

As-built drawings should be provided within thirty (30) days from the date of the notification letter. The drawings must be approved before any sewer connections are permitted. Enforcement actions may be taken to ensure that the as-built drawings are received in accordance with Chapter 64-4 of the City Code of Ordinances. Any certification letters for storm sewers larger than 48 inches in diameter should also be provided.

• As-built drawings must include the following:
• Engineer’s As-built Certification (signed and sealed)
• Statement with the permit number, field acceptance date, and drawing file number
• As-built quantities, including the original quantities
• Sanitary and storm sewers with service lines
• Storm detention basin grading, structures, and appurtenances
• Stream buffer boundary signs (if applicable)
• Stormwater BMPs with the location, type, dimensions, and easement recording information (book and page numbers) (if applicable)

After the permit has passed all final inspections, as-built drawings have been approved (if applicable), and the maintenance bond is received, the permittee will receive notification via CompassKC that the maintenance period has started. Permits are subject to a six-month, one-year, and two-year inspection to ensure that any improvements have endured without needing repairs. The permittee will be informed if any deficiencies are identified during this time. When the project completes the maintenance period, the City will accept the public improvements, and a final release letter will be sent to the permittee via CompassKC.

Changes to Approved Plans during Construction

Any changes to the approved plans during the project's construction should first be discussed with the inspector assigned to the permit. Some minor changes may be allowed as a “Field Change” and added to the as-built drawing (if applicable). Notify the inspector via email before making any changes to the infrastructure construction in the field. Significant changes to the approved plans must be submitted to the Land Development Division for review.

Construction must be completed by the "Complete By/Expire By" date printed on the permit. The permit must be extended if the work is not completed by the expiration date. If a permit extension is needed, contact the assigned inspector as soon as possible. Permit extension fees may apply. Any additional work after the permit has expired will be unauthorized. If the permit extension has not been granted by the original expiration date, a Stop Work Order may be issued to the permittee until the permit is current.

Per KCMO/APWA Specification Section 2602.3.B.5, metal and HDPE storm sewer pipes must be assembled and installed in accordance with the manufacturer’s instructions. During the installation of pipe sizes 48 inches and larger, including the placement and consolidation of the rock bedding and backfill to a point 4 feet above the top of the pipe, full-time inspection must be provided by a qualified inspector working under the supervision of a registered engineer. After installation and before acceptance, certification by a Missouri registered professional engineer is required. It must state that the installation and backfill conform to the pipe manufacturer's recommendations and the City of Kansas City, Missouri Standard Specifications and Design Criteria. The permittee is responsible for any inspection and certification expenses.

The certification letter must be sealed by the registered engineer, on company letterhead, and submitted along with the storm sewer as-built drawing. The as-built drawings will not be approved until the certifications are received.

Per KCMO/APWA Sections 2002 and 2502.1, the registered engineer must approve the shop drawings before ordering pre-cast structures. The permit number should be included on all shop drawings. The design engineer must also upload the drawings and a “Letter of Approval,” certifying that the drawings conform to the approved construction documents to the permit in CompassKC.
