Filing a Discrimination Complaint

If you feel you have been discriminated against, and you want the Civil Rights & Equal Opportunity Department (CREO) to investigate, you'll need to file a complaint.

Before filing a discrimination complaint, consider the following:

  • The alleged discriminatory act must have occurred within the last 180 days; and,
  • The employer or business establishment you are filing against must be located within the city limits of Kansas City, Missouri; and, 
  • For employment discrimination cases, the employer must have six or more employees; and, 
  • The same claim must not have been previously filed with another agency, i.e. EEOC, Missouri Commission on Human Rights; and,
  • You must be 18 years old or older to file a complaint. If you are under 18, a parent or guardian must file on your behalf.

To file an employment or public accommodation discrimination complaint:

  • Please visit myKCMO; or
  • Complete, print and sign the Civil Rights Intake Questionnaire, and mail or hand deliver to our office at City Hall, 414 E. 12th Street, Ste. 404, 4th Floor, Kansas City, Missouri, 64106

Protecting our citizens against discrimination in housing, employment and public accommodations (i.e., race, national origin, sex, religion, disability, age, sexual orientation, familial status, marital status, and gender identity) is at the heart of our mission, city ordinance, state and federal laws.

    NOTE: Complaints filed with CREO are dual filed with the EEOC under our Fair Employment Practices Agency agreement. 
  • U. S. Department of Justice – The Civil Rights Division of the DOJ enforces federal laws that protect people from unlawful discrimination based on many factors. They also enforce laws that protect people from human trafficking, law enforcement misconduct, and hate crimes.
