The Regulated Industries Division oversees compliance for a number of ‘nuisance’ businesses through the enforcement of various City ordinances, and in partnership with county, state and federal officials. These businesses include but are not necessarily limited to:
- Alcohol-related businesses such as taverns, package beverage stores, wholesalers, beer, wine, and liquor manufacturers, and catered/non-profit events with alcohol being served;
- “Adult entertainment” businesses such as strip clubs, retail businesses selling pornographic or adult-oriented items, and the employees thereof;
- Vehicle-for-hire drivers and companies such as taxi cab, sightseeing and livery companies.
- Junkyards, metal recyclers and waste tire haulers;
- Day labor and short-term loan facilities;
- Dance halls, haunted houses, skating rinks, billiard halls, carnivals and other places of amusement or entertainment as specified by ordinance.
Regulated Industries also works with the Alcoholic Beverage Advisory Group, whose purpose is to provide advice and counsel to the Manager of Regulated Industries or his/her appointed representative in response to proposed changes made by City Council Representatives, or the Manager of Regulated Industries, in Chapter 10 of the Code of Ordinances of the City of Kansas City, Missouri, and, the Liquor Control Board, whose duties are to hear appeals for the disapproval of applications for a liquor license or permit made by the Manager of Regulated Industries if appealed by an applicant, eligible neighbor, or managing authority of a church or school, and, to hear cases wherin the Director seeks to suspend or revoke a license or permit.

Cigarette Licenses and Selling Stamps
Regulated Industries is responsible for cigarette applications and selling stamps. Retail and wholesale businesses who sell cigarettes, cigarette stamps and the wholesaler request form for cigarette stamps are below:

Fees = $9.50 – $2,850.00
- Roll of 30,000 Stamps = $2,850. (includes 5% discount- no partial rolls sold)
- Sheet of 100 .10 (ten cent) stamps = $9.50 per sheet (includes 5% discount
- Sheet of 100 .12.5 (twelve and a half cent) stamps = $11.87 per sheet (includes 5% discount)
MAXIMUM TOWING FEES WHEN APPLICABLE
As outlined in Chapter 76, Article III of the Code of Ordinances of the City of Kansas City, Missouri, the following rates apply to the towing of motor vehicles weighing 7,500 pounds or less by a tow service business from privately-owned property within the city without the consent of the vehicle owner or duly authorized driver or a law enforcement officer being present. In these instances, the maximum fees that may be charged for the towing of motor vehicles and for the storage and retrieval of such towed vehicle is as follows:
- For the towing of a motor vehicle, the maximum fee shall be $265.00. This only applies to motor vehicles.
- For the storage of a towed motor vehicle, the maximum fee for each 24-hour period of storage, or portion thereof, shall be $30.00.
- If a vehicle was reported stolen, the maximum fees shall be $120.00.
- For the retrieval of a towed motor vehicle, the maximum fee shall be $25.00.
