The Paint Program provides free paint and supplies to qualifying homeowners who live in Kansas City, Missouri.

There is no income requirement for this program.

To qualify the applicant must:

• Live in Kansas City, MO
• Own and reside in the property to be painted
• Own only one property
• Completely fill out the application
• Provide proof of ownership

All labor must be accomplished or provided by the homeowner. The house must be prepared for painting before a voucher can be issued. City staff will perform an onsite inspection of the property. However, the homeowner must call our office once they have successfully prepared their home to receive an inspection.

House preparation involves:

• Scraping off all loose paint from the entire home
• Wash or power wash off all dirt, grease, and grime
• Repair all rotted wood

The Paint Program is offered to single-family homeowners and does not make provision for mobile home, rental properties, duplexes, or other multi-family dwellings.

Approved applicants have their choice of over 450 in-store paint colors. Restrictions include: no color matching, applicants may not pay extra to upgrade paint, and the total cost of the paint and supplies may not exceed $1,000.
