Mayor Lucas Applauds Successful Parade Park Sale, Plans to Preserve Community

$275M redevelopment plan includes more than 1,000 new, dignified housing units

KANSAS CITY, Mo. –

Kansas City Mayor Quinton Lucas today applauded a successful foreclosure sale for Parade Park Homes, where the property was acquired by the City of Kansas City, and conveyed to Flaherty & Collins Development and Twelfth Street Heritage Corporation—two agencies with deep roots in our community who understand and respect the significance of Parade Park Homes to Kansas City.  Parade Park is one of the nation’s oldest Black-owned housing cooperatives.

Mayor Lucas’s Administration, the Biden-Harris Administration and the U.S. Department of Housing and Urban Development believe that every American deserves access to quality and affordable housing, and preservation of existing affordable housing is an essential part of fulfilling that commitment.  The $275M Parade Park Homes redevelopment plan includes more than 1,000 new, dignified units of housing, with purpose-built affordable senior housing and homeownership opportunities for residents of all income-levels.

“Since my first week as a City Councilman, as mayor, and through two presidential administrations, I have fought to return dignified housing and development to Parade Park, a crown jewel of Kansas City’s East Side, our Black community, and our entire city,” said Mayor Lucas.  “For my family and so many of our neighbors, I thank President Joe Biden, HUD Secretary Marcia Fudge, Congressman Emanuel Cleaver and all who worked with the City of Kansas City over the years to ensure we did right by Parade Park residents.”

Immediately following today’s closing, HUD’s contractor Leumas Residential turned over property management services to Flaherty & Collins Management, Inc., who will start engaging with residents on behalf of the new ownership to set up new leases. HUD authorized Tenant Protection Vouchers (TPVs) administered by the Housing Authority of Kansas City for current eligible residents of Parade Park Homes starting March 12, 2024, the day after the sale.  Residents who are not income eligible for a TPV will be eligible for an affordable unit after redevelopment.
