The Kansas City, Missouri, Emergency Operations Plan (LEOP) provides guidance on how the various City departments interact during an major emergency such as flooding, winter weather, severe storms, etc.  The Plan also describes how Kansas City, MO, interacts with various partners such as the American Red Cross, regional governments and agencies, and with the State of Missouri and the Federal Government.
