What is an Area Plan?
Area plans provide a community-driven vision for all parts of Kansas City. These plans identify strategies and priority initiatives to achieve over a 10-year timeframe and provide guidance for future land use and development decisions. In addition to land use, area plans make recommendations related to topics such as; transportation, housing and neighborhoods, and economic development that are the result of technical analysis by staff and conversations with community stakeholders.
Area Plan Uses
Once completed, area plans are used in a variety of proactive and reactive ways by city staff across multiple departments. When new development projects are proposed, everything from the use, to building design, to public improvements is reviewed against the recommendations in the area plan. The plans are also used to prioritize capital improvements, as decision-making criteria by many of the city’s boards, and for funding requests by neighborhood groups.
Area Plan Background
Kansas City had previously been organized into 46 different planning areas making it difficult to maintain current plans for all planning areas. In 2007 the city was reorganized into 18 larger, but more manageable, planning areas allowing plans to be updated on a 10-year cycle. As of 2020 all 18 planning areas have a current plan and several have been updated. This reorganization helps our area plans fill a gap between the very small-scale neighborhood plans and our larger comprehensive plan.
