Chapter 88 of the Kansas City Code of Ordinances, also known as the Zoning and Development Codes, regulates land use and development across the City. The code is a “living” document that must be updated in response to changing conditions. Proposed updates are referred to as “amendments” or “text amendments”. Amendments may be identified by city staff or the City Council and require approval from the City Council following a recommendation from the City Plan Commission.

City Planning and Development is hosting a public engagement meeting on November 12, 2024 from 2:00 PM – 4:00 PM, to discuss three upcoming text amendments. The meeting will take place in the Flex room on the 14th Floor of City Hall. The following amendments will be discussed:

  • CD-CPC-2024-00127 - The project involves updating the parkland dedication requirements within Kansas City's development code to align with the city's comprehensive plan and parks master plan. It focuses on ensuring new developments contribute appropriately to the city's park system through land dedication or fee, supporting accessible and equitable green spaces for residents.
  • CD-CPC-2024-00140 - The zoning and development code sets criteria for what distinguishes a minor amendment from a major amendment for a previously approved plan. The distinction identifies which changes are limited or small enough to warrant an administrative review and changes that are substantial enough that will require the public hearing process through the City Plan Commission and City Council and a public engagement meeting with surrounding property owners.
  • CD-CPC-2024-00168 - The proposed Demolition Review process will provide a predictable process for reviewing requests to demolish buildings by establishing an appropriate waiting period during which the City and the Applicant can propose and consider alternatives to the demolition of a building of historical, architectural, cultural or urban design value to the City. It will provide an opportunity for the public to comment on the issues regarding the demolition of a particular building with the goal of minimizing the number and extent of building demolition where no immediate re-use of the site is planned.

Periodic Review Amendments

About four times a year, city staff proposes amendments to the Zoning and Development Code, referred to as Periodic Review.  

Please note: All amendments located on CompassKC as of 10/11/2023 are in DRAFT form, final formatting and section numbers will be updated prior to City Council.


Summary of Amendments

Amendments to Development Plans or Project Plans: The City Planning and Development Department is proposing a periodic review of the Major Amendment Criteria (88-516-06) of the Zoning and Development Code. The code sets forth criteria for what distinguishes a minor from a major amendment to a previously-approved plan (CD-CPC-2024-00140).

Home Occupations: Home Occupation standards are being updated due to changes to Missouri State Statutes.

CD-CPC-2024-00127: Amending Chapter 88, the Zoning and Development Code, by adjusting Section 88-408, Parkland Dedication and subject matter for the purpose of revising the time period for which the "current year's price" is calculated, allowing the submittal of a third-party assessment on a case-by-case basis, and the removing requirement that funds used for parks that are more than one mile away from the edge of the subdivision will not be spent on neighborhood parks.
