This incentive program is a combined program spanning multiple City departments that grew from the FOCUS Kansas City Comprehensive and Strategic Plan that recommended targeted incentive programs be created to encourage specific growth and redevelopment activities. 

Vacant lots created through demolition that are often not maintained by their owners, can be concentrated in clusters, and become collection sites for trash and weeds.  Redevelopment of these sites is further hampered by demolition and nuisance abatement liens that are often placed on the properties. 

The main goal of the lien waiver program is to restore vacant lots to productive use and ensure that proposed uses are compatible with the surrounding neighborhood.  The lien waiver assists in the redevelopment of these sites.

Liens applied to a property cannot be considered for waiver if the lien was assessed while the applicant was the current owner.  Applications must include all requested information to be considered- incomplete applications will not be scheduled for a hearing.  The application fee is $200, submitted via CompassKC. The fee is non-refundable.

Application Process

  1. Submit an application for a Lien Wavier on CompassKC
  2. Include all supporting documents required on the application in your submittal to the City. Incomplete applications will not be considered.
  3. Program staff will complete a preliminary review of the application to verify validity and completion. If valid, you will review an invoice for the $200 application fee from CompassKC via email. If valid, staff will contact you directly.
  4. Once application fee is paid, program staff will verify code violation information, outstanding property taxes, and compliance of other applicant-owned properties within Kansas City.
  5. Program staff will develop a staff report and schedule your application for the next available Lien Waiver Committee meeting.
  6. All residences within 185 feet of the considered property will be notified of your request and asked for testimony. 
  7. If your request is granted, a Certificate of Waiver will be uploaded to CompassKC as confirmation.
