The Commission

The Brownfields Commission is a fifteen-member body created by City ordinance to promote the cleanup and reuse of Brownfield properties in order to create jobs, increase the tax base, remove potential threats to public health and the environment, or otherwise productively reuse idle, abandoned or underutilized properties. 

The Commission reviews projects seeking loans and subgrants from the Kansas City Brownfields Revolving Loan Fund (RLF) program and makes recommendations to the City Council concerning such applications.  It also reviews projects seeking Missouri Brownfield tax incentives and makes recommendations to the City Council whether or not to endorse such projects. 

The Commission includes eight members who are residents of Kansas City appointed by the mayor to serve four-year terms, including: three representing citizen and community groups; one representing  environmental justice communities; and four from the fields of business, real estate development, environmental services, and environmental law, respectively.  The mayor, chairman of the city plan commission and chairman of the board of directors of the economic development corporation of the city, or their designees, also serve as ex officio members of the Commission.  Finally, since Kansas City leads a regional Brownfields program, the Commission also includes as ex officio members the chief executives, or their designees, of the following partner entities: the Unified Government of Wyandotte County/Kansas City, KS; Jackson County, Missouri; the Mid-America Regional Council; and the Kansas City Area Development Council. 

The Brownfields Commission, including its composition, duties and officers are governed by Article VI, Division 12 of the Kansas City Code of Ordinances

 

Commission Meetings

The Brownfields Commission generally meets on a quarterly basis or more often as needed.  Meeting notices are posted on the calendar of the City Clerk webpage, distributed by email to stakeholders who sign up to be notified, and advertised in local newspapers, such as Dos Mundos and the Kansas City Call Newspaper.  To sign up for notices by email, please contact Andrew Bracker at andrew.bracker@kcmo.org or (816) 513-3002.
