UNIFORM CERTIFICATION PROGRAM FOR DBE AND ACDBE

The Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) certifies firms with at least 51% ownership by a socially or economically disadvantaged individual(s).

Interested firms may apply through the partnering DBE certifying agencies in the State of Missouri, including the City of Kansas City's Department of Civil Rights & Equal Opportunity (CREO), the Kansas City Area Transportation Authority (KCATA), the City of St. Louis/Lambert Airport Authority, Bi-State Development/METRO, and the East-West Gateway Council of Governments. The partnering agencies, along with the Mid-America Regional Council (MARC) form the Missouri Regional Certification Committee (MRCC).

Each agency certifies minority and women owned firms pursuant to eligibility standards of the U.S. Department of Transportation (USDOT) Regulation 49 CFR Part 26 and 23 and the processes established under the MRCC UCP. In accordance with the MRCC UCP, you need only to apply to one of the agencies listed above.

In order to become certified as a DBE or ACDBE, your firm must meet the eligibility standards established by the U.S. Department of Transportation (USDOT) Regulation 49 CFR Part 26 and 23.  Once a firm is certified by the City as a DBE or ACDBE, it will be honored by all MRCC participating agencies.
