Smoke School – Air Quality Training for Professionals
The Kansas City, Missouri Health Department’s (KCHD) Air Quality Program offers training and certification on visible emission for professionals working in the industrial field who deal with air pollution and air quality control.

Smoke School is held at the Publics Works Facility – 4725 Coal Mine Rd, Kansas City, MO 64130.
Due to the limited capacity of each training day, please choose the day that you are planning to attend on registration form.
The fall classroom session is geared towards first-time attendees.
For details about certification, please refer to CFR Part 75, Appendix B.
We recommend that all attendees do testing multiple times to help avoid false passing and provide more practice.
Each facility should record opacity readings in the field.
Please use the Sample Opacity Records Form if you do not currently have one.
This is a suggested format from Method 9; other forms may be used as long as the information listed in Section 2, Method 9 is recorded.

Asbestos Notifications – Notification of demolitions and abatement projects
The Kansas City, Missouri Health Department’s (KCHD) Air Quality Program requires notification of upcoming projects involving the removal of Asbestos AT LEAST 10 days prior to the commencement of a project involving regulated commercial structures.

About a Project Notification
Any person undertaking an asbestos abatement project shall submit a Project Notification to the Kansas City Missouri Health Department for review. Business entities with state-approved exemption status are exempt from notification except for those projects for which the Environmental Protection Agency’s (EPA) National Emission Standards for Hazardous Air Pollutants (NESHAPS) requires notification.
Emergency Project Notification(s)
Any person undertaking an emergency asbestos abatement project shall notify the Department by telephone and must receive departmental approval of emergency status. The person must notify the Department within 24 hours of the onset of the emergency. Business entities with state-approved exemption status are exempt from emergency notification for state-approved projects that are part of a NESHAPS planned renovation annual notification.
The Emergency Project notice shall provide:
- A description of the nature and scope of the emergency;
- A description of the measures immediately used to mitigate the emergency; and
- Following the emergency notice, the person shall provide to the Director a notification on the form approved by the director. It shall be submitted to the director within seven (7) days after the onset of the emergency. The amendment requirements for notification found in 8-9(c)(3) of this Code are applicable to emergency projects.
Asbestos Project Notification Amendments
If an amendment to the notification is necessary, the person shall immediately submit an Asbestos Notification Amendment form (attached) notifying the Department. The notification may be sent via mail, email, fax, or in person. The Department must receive the written amendment within five (5) working days following verbal agreement.
Asbestos Project Post-Notifications
Any person undertaking an asbestos abatement project that requires notification according to section 8-9(c)(3), shall notify the Department within sixty (60) days of the completion of the project by completing the Asbestos Project Post-Notification form (attached). This notice shall include a signed and dated receipt for the asbestos waste generated by the project issued by the landfill named on the notification. This notice also shall include final clearance air monitoring results. The laboratory which analyzes final clearance air monitoring results shall attest that it complies with the requirement in section 8-9(c)(7)h of the KCMO Air Quality Code. The technician performing the analysis shall sign and date all reports of analyses.
